Whenever we restart the CMS's SQL database server to apply security patches on the OS level, the SQL Server comes online after restarting, the app (hosted on IIS 10 with .NET Core) doesn't automatically make the connection. Each time, we need to perform an application recycle on IIS. Have you encountered this behavior before? (K13)
